Being a tradition since government providing education to citizens, the department of education allocates funding to public schools according to their planned student population and number of teachers, classrooms and equipment, etc. according to the planning by government officials.  However, this simple but raw funding method creates problems for government officials when some schools receive applications more than their capacity (usually good ones) and the rest receive insufficient applications, meaning redundancy of teachers, classrooms and equipment.  To correct the imbalance, the department of education, rather than reducing the funding of the undersized schools and vice versa, merely allocates students to fill up the undersized schools that are not of parents’ priority.  The department of education even creates school districts that further limit school choice, not to mention school curriculum is almost uniform across the country without targeting the various needs of different students.  The way of students allocated to school fulfills the ease of administration for government officials but not based on interests of students.  Do you feel frustrated when your children do not get the best education they deserve?
