The Faculty of Law and Administration of the University of Lodz Council accepted the proposal to honour Mr. Rudolph Giuliani with the degree doctor honoris causa. It will be soon considered by the senate of the university. The former mayor of the New York City will probably receive the doctorate in person.
Mr. Rudolph Giuliani is considered to be one of the most innovative managers of the American cities. He has been famous most of all thanks to his fighting with delinquency, leading to its decrease on the area of the NYC due to introducing the “zero tolerance” policy based upon the theory of “the broken window” by James Wilson and George Kelling.
Besides, he healed the finance sector, reformed the system of education of the city as well as the social welfare system introducing the mechanisms of competition in providing council services.
He gained recognition for his attitude in the rescue operation during the terrorist attack on the World Trade Center being given the title of the Man of the Year 2001 by Time; he was also given the Order of the British Empire by the queen Elizabeth II.
Before he became the mayor in 1994, he had worked as a federal prosecutor of the southern district of the NYC. He has been famous for his fighting with organized crime, traffickers, corruption and stock exchange crime.
