YES for local democracy!
18 lutego 2010

The "Yes for Local Democracy!" campaign finished with a great success! The Voivodeship Administrative Court canceled a resolution on lengthening the cadence of Community Boards passed by the City Council in Lodz on November 2008.

Last year Aldermen of Lodz decided that elections to Community Boards will be held not in March 2009 but together with local elections in 2010.  Consequently present members of  Community Boards would hold their posts two years longer.

The "Projekt Lodz" Foundation began the "Yes for Local Democracy!" campaign which aimed at reversal that imperfect resolution. One of the activities was sending letter of complaint to the Ombudsman. The Office of the Ombudsman sued this resolution to the Voivodeship Administrative Court.

The Voivodeship Administrative Court declared the resolution invalid. It admitted that the City Council changing the Articles of Association did not conduct required by law social consultations, and also that the City Council have not got the right to adopt such regulation because "it leads to disregard for voters rights, who had chosen authorities of communities  for the specific period of time" - as we can read in the adjudication.

- Lengthening of the Community Boards cadence and leveling their elections with local elections was not only illegal, violated basic democratic values and opinions of the citizens of Lodz but could also lead to politicize those bodies - Ireneusz Jabłoński - the President of the "Projekt Lodz" Foundation said - Holding Community Boards elections together with local elections would eliminate minor independent committees and stand in favor of large political parties having large election budgets - he added.

At present the cadence of Community Boards should expire 8 months ago. The City Authorities have to stabilize their legal situation. The Foundation postulates to held new elections as soon as possible.
